Release notes for 1.30.1

In order to make sure your build has the same result as our build, we've requested Firefox to build our source code with following setup:
- Ubuntu 20.04
- Node v18
- Yarn version 1.22.18

Please follow this sequence command to build the source:
1. yarn install
Note that this process will print "node-gyp" rebuild error; please ignore the error as the required packages have been pulled. We are looking to fix this in following update.

2. yarn build
This command will build the source code and produce "dist" folder which is the build.
